Workforce Development Hub

The Workforce Development Hub (“Workforce Hub”) will develop a network ecosystem to connect local businesses, organizations, and academic institutions with workforce development programs to facilitate recruitment, training, and work placement. The Workforce Hub will focus on expanding access and information to pre-apprenticeship, apprenticeship, and internship programs.

The Workforce Hub ecosystem will benefit the local businesses’ workforce needs and provide educational and career pathways for socio-economic advancement for all. This approach will position participants for job readiness and placement opportunities for job-seekers — and hiring businesses to connect with qualified applicants.

In 2023, ESDA contracted the Seattle Jobs Initiative (SJI) to develop a workforce program model and conduct a needs assessment to assess the existing workforce gaps found in the Everett Station District. Through this, the program model will be tailored to the unique business landscape that exists in the District.

Workforce Needs in the Everett Station District:

  • Businesses need access to technical assistance services to improve hiring and retention among their workforce.

  • Skills-trade employers need a foundational training program to hire entry-level workers that meet their business needs.

  • Healthcare job seekers need an on-ramp into the vast array of middle and last-mile healthcare and dental programs available.

  • Hospitality job seekers face barriers moving up the career pathway to jobs and occupations that require language, technology, and post-secondary credentials.

Everett Station District Business & Property Owner FAQs

  • Property and business owners are advised to Call 911 directly to file a report in the event of an immediate emergency.

    For minor public safety issues and concerns, please contact the non-emergency services hotline at (425) 407-3999.

    To report a crime online please refer to the Snohomish County Citizen Crime Reporting website.

  • If you are a BIA member and would like to report a concern on your property or business, please contact the ESDA Neighborhood Services Program Manager at (425) 366-0610 to be directed to a Street Ambassador.

    To reach an Ambassador during service hours, please call or text (425) 382-3706. They will respond promptly within the service hours listed above. If you need to reach an Ambassador after 3 p.m., please call or text (425) 366-0610.

    ESDA Neighborhood Ambassadors are available on the following schedule:

    • Monday - Thursday: 7 am - 3 pm (Terry)

    • Tuesday - Friday: 9 am - 5 pm (John)

    • Saturdays from 10 AM - 6 PM.

    Ambassadors respond to BIA businesses and property owners with matters related to minor litter cleanup, responding to nuisances, removing graffiti, resource navigation, and much more.

  • To report an abandoned car or traffic complaint in Everett, you may contact the following hotlines*:

    *Please note that hotlines are not monitored at all times.

  • They may not park continuously over 24 hours or they are subject to a fine. Any vehicle parked for 72 hours in the same spot can be “red tagged” and impounded.

  • To report an urgent water, sewer, road, or traffic control issue contact (425) 257-8821 and press 1.

    For litter reporting, graffiti on public property, maintenance requests, and other non-emergency public work issues contact (425) 257-8800. You may also complete the Public Works Service Request Form or utilize the “See, Click, Fix” App.

    You can also use the SeeClickFix App to report an encampment, Everett Transit bus stop, or bus shelter issue, and to request for additional EPD patrol.

  • ESDA Neighborhood Ambassadors provide graffiti assistance for BIA businesses and property owners. Ambassadors are equipped with painting supplies to provide painting over graffiti vandalism and tagging found on private property and businesses within the BIA.

  • City-owned Surface Area

    For any observed graffiti found on public property, please report graffiti by calling the Code Enforcement Unit at (425) 257-8560 or submitting a completed Complaint form. Alternatively, you may contact the Graffiti Hotline at (425) 257-8748.

    The gang unit of the Everett Police Department, EPDGang@everettwa.gov is notified of all graffiti tagging activity. You may contact the Washington State Department of Transportation at NWReportGraffiti@wsdot.wa.gov to report graffiti along any Washington State interstate or state routes.

    Recommended Graffiti Prevention techniques:

    • Remove graffiti as soon as possible - It is easiest within the first 24 hours.

    • Apply anti-graffiti coating to surfaces whenever possible for easier removal.

    • Stop rooftop access by moving cars, and dumpsters and keeping pallets away from buildings.

    • When possible, paint the entire surface to a uniform color so future "hits" can be covered easily.

    • Keep your property well-lit. Install motion-activated lighting in low-traffic areas.

    • Installing a graffiti-resistant coating on walls.

    • Plant hardy shrubbery or trees to cover current or potential graffiti areas

      • Examples include growing vines or appropriate vegetation to cover unpainted retaining walls.

    • Keep your property neat and clean, neglected property often attracts more graffiti vandalism.

    • Paint a mural to cover areas that are continuously plagued.

    • Use dark-colored exterior walls.

    • If someone is writing graffiti, call 911 immediately.

    • Develop activity programs for at-risk youth.

    • Get involved with your local Block Watch or Business Watch programs.

  • ESDA wants to provide ESDA BIA participants with information on best and environmentally sustainable practices for graffiti abatement. Review below for sustainable graffiti removal methods.

    Environmentally Safe Paint Removal Procedures

    • Block off storm drains with a storm drain cover or sandbags, use a drop cloth to collect paint chips, and direct wash water to the sanitary sewer (cleanout, utility sink, toilet, or indoor drain).

    • Latex paint chips can go into the regular trash.

    • Lead-based paint chips and wash water are hazardous waste and need to be properly disposed of.

    • If chemical graffiti removal products are used, try to limit the amount applied. Only use what’s needed to remove the graffiti.

    • Make sure to capture all water that comes in contact with the chemicals and direct it to a sanitary sewer. Only rain is allowed down the storm drains.

    • Power washing and sanding can wear down underlying materials.

    • Scrapers can remove sticker tagging from poles, boxes, etc.

    • If using chemical removers, ALWAYS consult the directions for safety and precautions.

    • Do not let paint-contaminated material flow into storm drains - they flow directly into creeks.

  • According to the Everett Municipal Code (EMC), the following are violations if visible from a street, alley, or public or private property:

    • Junk, trash, litter, boxes, discarded lumber, or salvage materials.

    • Attractive nuisances that are dangerous to children.

    • Broken or discarded furniture, household equipment, or furnishings.

    • Shopping carts in the front yard, side yard, rear yard, or vacant lot.

    • Vehicles that are parked in the front, side, or rear yards are wrecked, taken apart, or inoperable.

    • Dead, decayed, diseased, or otherwise hazardous trees.

    • Overgrown vegetation in the yards of the property.

    • Graffiti or tagging.

    • Utility trailers or camper tops in the front yard.

    Everett Public Works has an online Code Violation Complaint Form to report these issues.
