2025 Annual Report

Dear Everett Station District BIA Ratepayers,

It’s an honor to serve you and everyone who works, shops, dines, lives, visits, and commutes in the District.

The Everett Station District is a diverse place, spread over nearly a half square-mile — that’s approximately double the size of Downtown Everett. Many woodworking, manufacturing, distribution, and commercial businesses call the Everett Station District home. We also have hotels, restaurants, new apartment buildings, and a Latino event venue. We have many social service organizations, too: Bezos Academy, Compass Health, Everett Gospel Mission, Housing Hope, Lutheran Community Services, Millennial Ministries, YMCA, and YWCA.

Our District continues to adapt and evolve. We expect construction on the Outdoor Event Center, future home of the Everett Aquasox baseball team and a men’s and women’s USL soccer teams, will break ground in 2026. Also this year, the Sound Transit Board will decide the station location and guideway alignment of Sound Transit Everett Link Light Rail line.

We understand the property owners, businesses, and organizations in our district already have plenty on their plates. In implementing the services funded by the business improvement area (BIA) assessments, we aim to provide our services as efficiently and effectively as we can. We feel good about what we were able to accomplish in 2025. Our District Ambassadors addressed nearly 1,200 incidents and issues — everything from litter and graffiti to deescalating individuals in mental health crises — resolving 99% of them by year-end.

To continue to improve our service, in 2026 we’re improving our District Ambassador program by bringing the previously contracted services in-house. This resulted in cost savings that has allowed us to expand staffing from two to three ambassadors and soon we will be extending the hours of coverage as well.

Another big change for the organization in 2026 is a change of names and an expansion of the organizational mission to support the other places of Everett that will also have light rail stations. Under the new name “Stations Unidos,” our organization will also engage businesses and residents of South Everett about their communities’ future. This evolution of our organization will increase our capacity and better position us to engage with city, county, and regional governments to advocate for Everett businesses and residents impacted by light rail.

District Services

District ambassadors Terry and John

In 2025, we contracted with Pacific Security to provide two ambassadors who patrol the BIA district on foot and bike during the day and a nightly security officers who patrolled the district by vehicle. The contract was overseen by our on-staff district services manager, who interacted with the ambassadors on a daily basis and served as a central point of contact between the reports generated by the ambassadors and the property/business owners and the City of Everett for any follow-up.

The ambassadors take a hospitality-first approach. While making sure individuals are not committing crimes or infringing on business owners’ operations, the ambassadors assist people-in-need by asking how they’re doing, providing information about nearby social services, and distributing anti-overdose medication. As ambassadors patrol the neighborhood, they pick-up litter, address graffiti, and check-in on businesses to see if they have any additional needs.

Key Numbers for 2025

  • Ambassadors removed an average of 150 bags of debris and trash per month.

  • Performed 833 business check-ins.

  • Provided 15 new No Trespassing Signs to businesses within the BIA.

  • Reported 108 places of graffiti — 93% have been addressed. Ambassadors painted over 15 of the tags, while most of the remaining graffiti was quickly addressed by the business/property owner.

  • Conducted 160 welfare checks with people-in-need.

  • Distributed 157 naloxone kits to people-in-need.

  • Led 2 volunteer community cleanups through the city’s Adopt-A-Street Program, removing 49 bags of garbage.

  • Installed pet waste station at McDougall & 33rd Street. Provided 827 pet waste bags to the community, and removed 393 pet waste bags.

Trends

Our first full year of BIA service was in 2024.

In comparing the reported incidents by our District Ambassadors in 2025 to 2024, the amount of litter/trash and graffiti incidents held steady, while the loitering, drug activity, and outdoor houseless sleeping locations declined.

At the same time, the number of welfare checks to people in apparent need and community engagement opportunities increased substantially.

Placemaking

Everett Station District Street Fair

On June 20, 2025, more than 80 nonprofits, agencies, businesses, and food trucks joined us for our third annual an outdoor street fair to highlight the great work they’re doing for the neighborhood.

We are thankful to our sponsors by Kaiser Permanente, KRKO, KSER, Everett Downtown Storage, and Royal Restrooms, for making the event a success.

Dog Waste Station

Our ambassadors noticed a significant increase in the amount of dog waste left on sidewalks near Broadway & 33rd Street. To address the issue, we partnered with the City of Everett, Howie Bargreen, and a District-based business Dog-On-It to install a dog waste station at McDougall & 33rd Street, adjacent to a patch of lawn where pets can do their business. Now, our ambassadors regularly empty the trash bin and restock the bags. In 2026, we’re looking forward to wrapping a nearby utility box in artwork depicting dogs.

Fence Removal

A wooden fence near 36th & Smith Avenue long hid illicit activity. In 2025, we removed the fence and have seen a noticeable decrease in unwanted behavior at this location.

Cleanups, Vaccination Clinic, & Santa Photos

Building a sense of community, ESDA held two community cleanups, a pop-up free vaccination clinic, and free photos with Santa. In December, more than 50 people took photos with Santa, spreading holiday cheer.

Street Pole Banners

Thanks to significant support from Councilmember Paula Rhyne, we were able to install more than 70 street pole banners along Broadway and Hewitt in early 2025. The background art was designed by Angelina Villalobos-Soto, a renowned regional artist who has been commissioned by the Sounders, Kraken, Climate Pledge Arena, Museum of Flight, Sound Transit, and many others. The swirling colors symbolize the diversity and creativity of our District, and welcome visitors to the city with bright cheerful colors.

2025 Financials

What’s on tap for the BIA in 2026?

District Ambassadors Move In-House

On January 1, our ambassadors were no longer contracted through a security firm and instead are now hourly employees of our organization. This has allowed us to hire a third ambassador, increase the hours we can patrol each day, and improve training and supervision.

Everett Station District Street Fair

We’ll hold our 4th Annual Street Fair on Wednesday, June 17 from 4-8 p.m. on 32nd Street between Smith Ave & McDougall Ave. Businesses are encouraged to participate as exhibitors/vendors.

Community Cleanups & District Audit

Through the city’s Adopt-A-Street Program, we’ll hold our volunteer cleanups on the Saturdays of April 18, July 18, and October 17, from 9-11 a.m. We’ll also organize a walking audit with ratepayers so you can evaluate our performance in keeping the neighborhood clean and safe.

District On Tap Speaker Series

We’ll be starting a monthly happy hour with guest speakers later this year. Topics will include Sound Transit light rail, the outdoor event center, business development, workforce programs, city permitting processes, and more. Stay tuned!

Workforce Development Support

In January, we hosted a Career Fair with a dozen employers and 160+ job seekers. We look forward to organizing other similar activities throughout the year. If you’re interested in helping us build up our workforce program, please consider attending one of our monthly Workforce Work Group meetings.

Utility Box Wraps

With additional support from the City of Everett’s Cultural Arts Fund, two utility boxes will be wrapped with artwork to discourage graffiti and add joy to the neighborhood: one at Pine & Pacific and another at 33rd & McDougall.

World Cup Festivities

With World Cup soccer arriving to the region in June and July, we’ll decorate the Great Hall of Everett Station with the flags of the participating nations to help welcome visitors and commuters.

What’s happening in the Everett Station District?

Everett Link Light Rail

Sound Transit continues to plan its Everett Link Extension, which will connect the Everett Station District to a spine of light rail to Seattle and Tacoma. The most recent publicly available financial analysis indicates that the project can be completed by 2041. Within the Everett Station District, there are three alternative locations being analyzed as part of the environmental impact study. Alternative A is viewed as the most likely location (see map). People will have an opportunity to comment on the alternatives when the agency publishes its draft EIS later in 2026.

Everett Outdoor Event Center

When completed north of Pacific between Broadway and the railroad, the Outdoor Event Center will have approx. 3,000 seats for Everett AquaSox and USL men’s and women’s soccer teams, as well other events. Project-managed by Shiels Obletz Johnsen, designed by DLR Group, and to be constructed by Bayley Construction, the project team aims to complete the stadium by summer 2027 at a total cost of $120 million, relying on significantly on city bonding. The city is currently wrapping up property acquisition.

Kaiser Permanente’s Expansion

On June 3, 2025, Kaiser Permanente opened its doors to its expanded medical center, with an additional 165,000 sf to accommodate primary and specialty care, surgical services, an ambulatory surgery center, 24/7 urgent care, imaging, lab, and pharmacy services.

Compass Health’s Marc Healing Center

During late 2025 and early 2026, Compass Health opened its new 75,000 sf Marc Healing Center on Broadway that includes a 16-bed evaluation treatment unit and 16-bed triage unit, as well as an on-site pharmacy.
