ESDA Safety Program

In December 2022, the Everett City Council approved the establishment of a business improvement area (BIA) for the Everett Station District.

The BIA funds nighttime vehicle patrols and daytime neighborhood ambassadors that help provide more eyes-on-the-street and quicker response times to potential problems.

Daytime Neighborhood Ambassadors

You might see one of ESDA’s Neighborhood Ambassadors in the neighborhood in a light yellow safety vest. If you do, say hello! Neighborhood Ambassadors are available from 7 a.m. to 5 p.m. Tuesday - Friday and 10 a.m. to 6 p.m. on Saturdays on foot and bike patrol. These individuals act as on-street concierges for the City and District while monitoring for safety, litter, human waste, graffiti, on-call response, identifying illegal RV parking, and much more.

Contacting an Ambassador

To reach an Ambassador during service hours, please call or text (425) 382-3706. They will respond promptly within the service hours listed above. If you need to reach an Ambassador after 3 p.m., please call or text (425) 366-0610.

Ambassador Activities:

  • Minor Litter Cleanup — Ambassadors go around collecting and discarding litter and trash they see while on patrol. Depending on the context, severity, and location of larger discarded items, Ambassadors will connect with the dispatch crew at Everett Public Works to route them to areas of concern throughout the neighborhood.

  • Graffiti Assistance — Our Ambassadors are equipped with painting supplies to provide painting over graffiti vandalism and tagging found on private property and businesses within the BIA.

  • Welfare Checks — If a person appears to need assistance, Ambassadors will complete a welfare check to ask how the person is doing and if they could use any help. Ambassadors may provide a social services pocket resource guide to the individual and assist in calling 211 if desired.

  • Identifying Drug Activity and Use — Ambassadors report any drug-related activity to EPD. If an individual appears to be experiencing an overdose, Ambassadors will contact 911 and may administer Narcan.

  • Business Check-ins — While patrolling the area, Ambassadors make frequent stops to complete business check-ins with businesses that are in the BIA. These check-ins are aimed at instilling trust and building a relationship with the greater Everett Station District community.

  • Trespass Enforcement Signage — ESDA provides Trespass Enforcement signs to BIA businesses and property owners to comply with the EMC Trespass Enforcement Ordinance. Projects like these facilitate social management, capacity, and relationship-building with local authorities, stakeholders, businesses, and property owners in the neighborhood.

Overnight Vehicle Patrol Officers

Overnight Vehicle Patrol provides evening on-site patrolling every day to monitor the Everett Station District BIA for safety from 10 p.m. to 5 a.m. Sunday - Thursday, and 9 p.m. to 6 a.m. Friday - Saturday. When reports are made by Overnight Patrol Officers, ESDA can promptly respond and provide businesses and property owners with any activity that was observed on or around their property.

We aim to understand better, assess, and respond to business and property owners' pallet recycling needs.
